　　The first store of Makro was opened in Taoyuan in 1989, and it became the largest channel of retail system in Taiwan since then. In addition, a revolution of retail channels among wholesale markets and retail markets was also started. Consumers’ shopping behavior of “buying wholesale at one time” in warehouses was formed at that time.

　　In the beginning of warehouse development, many retailers built their warehouses on industrial land illegally. Therefore, our government established the policy of “Commercial-industrial districts,” which specifies that the utilization of urban or suburban traffic area should be restricted in certain scope and must be planned in accordance with local development plan. According to Article 32 of the Regional Plan Act or Article 13 of the Enforcement Rules for the Regional Plan Act, the district where retailers built warehouses was allocated as special-use district where each kind of utilization is acceptable, and retailers could build their warehouses legally on it in plane pattern or three-dimensional patterns.

　　Since the market of warehouses in Neihu is almost saturated, it is important for all retailers to improve their selling strategies and increase their competency at each chain store. The strategy most often used is warehouse reforming. Except for selling private brand merchandise, retailers would also introduce other industries into their warehouses, such as pharmaceutical industry, technological industry, and clock and watch industry to attract more customers. Meanwhile, the concept of “counters outside the warehouse” has been put into practice by RT Mart. The shopping route in the area of fine works in RT Mart makes it easy for customers to choose what they like and RT Mart is characterized by this as well.

　　Our research theme is “Experts in Neihu.” After introducing the Neihu Fifth Redevelopment Zone and the change of Dawan South Section, we would like to give a briefing that how RT Mart and other warehouse retailers changed the roads, real estate, and resident’s living habits in Neihu.
